2022 I-NAPA Election Results
Nominees for the I-NAPA Board of Directors were elected by the membership via an e-ballot that ran from August 15-September 5, 2022. The election results will be ratified during the I-NAPA Membership Meeting at the ICMA Annual Conference in Columbus/Franklin County, Ohio, September 19, 2022, from 3:15-4:45 PM, at the Greater Columbus Convention Center, Room D180-D181.
Following ratification, Executive Committee members will serve one-year terms, and newly elected At-Large Directors will serve two-year terms.
Current At-Large Directors Noor Shaikh (City of Chicago, IL) and Shom Tiwari (City of Elizabeth City, NC) will be leaving the Board of Directors. On behalf of the association, I-NAPA leadership extends their deepest gratitude for their dedicated service to the association and for their continued service to the profession and the communities they serve.

2022 Nominees Elected by the Membership
PRESIDENT-ELECT
Elaine Wang (she/they) is currently the City Manager of Winooski, Vermont and serves as co-chair of the Vermont League of Cities and Towns Equity Committee. Most recently she was Assistant Town Manager of Barre Town, Vermont. For 10 years prior, she worked internationally and nationally on climate issues, always in a local context. She is committed to inclusion with the goal that all people feel like they belong where they are or can go where they want to go. For I-NAPA, she has been the VP for Membership since 2016 and in that role has tried to make new and ongoing members feel welcome and supported. She has a B.S. from UC Berkeley, an M.S. from University of Vermont, and an MPA from Norwich University.
VICE PRESIDENT FOR MEMBERSHIP
PJ is the Assistant City Manager for the City of Moorpark, CA. His 20-year public service career includes working for the cities of Los Angeles, Indio, New York, and Torrance; serving as an aide to one of the first Asian American state legislators in California, George Nakano; and teaching at El Camino College and California Lutheran University as an Adjunct Professor. PJ received master’s degrees in Public Policy and Urban Planning from Harvard University, where he served as Editor-in-Chief of the Asian American Policy Review. He acquired a bachelor’s degree in Political Science with a Minor in Asian American Studies from the University of California, Los Angeles. PJ is an active member of I-NAPA, serving as Secretary for the past two years; ICMA, serving on the International Committee; MMASC, serving on the Board of the Channel Islands Region; and League of California Cities, representing MMASC on the Housing, Community and Economic Development Policy Committee and serving as chair of the City Managers Department Diversity Subcommittee.
TREASURER
Chuong (Ryan) Pham is the Department of Utilities, Business Services Division Manager for the City of Sacramento. He has over 25 years of experience within local, state, and private service areas such as retail, revenue and utility services, IT, process improvement, project management, system implementation, organizational development, business intelligence, innovation, business transformation, and strategic plan development and implementation. He gained his experience through a variety of organizations such as Dayton Hudson (Target), Toys “R” Us, City of Sacramento, Department of Public Works, General Services, Development/Community Services and Utilities, City of Stockton, Administrative Service Department and California State Department of Rehabilitation, Veteran Affairs, and California State Teachers Retirement System. He holds a Master of Arts degree in Organizational Management from the University of Phoenix and a Bachelor of Science degree in Business Administration from California State University, Sacramento. His professional affiliations include serving as Cal-ICMA’s sponsorship board member, I-NAPA’s student chapter chair, ACWA’s finance committee member, and CSFMO Cohort #3 Co-leader
SECRETARY
Inge Tunggaldjaja currently serves as the Senior Administrative Analyst in the Parks, Recreation and Community Services Department at the City of Riverside, CA. Inge has sixteen years of experience working for local government agencies and is an expert in budget administration, grant, procurement and contract management. Prior to her current position, she oversaw the Public Works Services Department budget at the City of Rancho Cucamonga, CA.
Inge earned a Master of Public Administration from California Baptist University, Riverside, CA; and a Bachelor of Science in Business Administration with dual concentration in Finance and Management from University at Albany, State University of New York (SUNY).
AT-LARGE DIRECTORS
Ron is currently serving as the City Manager of the City of Monterey Park since August 2017. Prior to this position, he served as the Assistant City Manager/Director of Public Works since September 2013. Before joining the City of Monterey Park, he was the Director of Public Works for the City of Monrovia since 2008. Prior organization of employment included Otay Water District, City of La Verne, City of Alhambra, City of Monterey Park in 1986 where the entire career began in public service as the Water Manager.
In July 2021, Ron was recognized for the Building Bridges Award by the 27th Congressional District for the outstanding contributions to the people of the district during the Covid-19 pandemic. A veteran of 24 years in the U.S. Air Force active and reserve duty, in 2017, Ron was recognized and honored by the 49th Assembly District as the 2017 Veteran of the Year. Ron demonstrates his 36 years of municipal experience, strong work ethic, cooperative management temperament, and a passion for the betterment of the City of Monterey Park and the community.
Ron and his wife, Lillian, have deep roots in Monterey Park, having lived in Monterey Park for 20 years and whose two adult children, Lauren, and Justin attended local schools. As a resident of Monterey Park, he and Lillian have been involved in volunteering at schools, Tiger Youth Clubs, Boy Scouts, Girl Scouts, and the early years of the Cherry Blossom Festival.
Anil Comelo has over 25 years of public sector management experience including roles as Administrative Services Officer, Director of Human Resources and Deputy City Manager. He has worked for a water district, a county, and the cities of San Rafael, Oakland, Beverly Hills, and Richmond. Anil currently serves as the City Manager for the City of St. Helena, CA. He holds a Bachelor of Arts in Economics, and a Master of Public Administration in Organizational Change and Public Policy both from California State University, East Bay.
Monica Davis currently works for the City of Hayward, California as the Community Services Manager. Monica is committed to delivering high quality public service in an innovative and efficient manner, supporting community engagement, organizational health, and working collaboratively to enhance diversity in local government. Monica is actively engaged in professional development and is a member of the International City and County Management Association (ICMA), and served as the 2021 Municipal Management Association of Northern California (MMANC) President and continues to support that organization in advisory capacity. Since 2018, Monica has served on the Board of Directors for the International Network of Asian Public Administrators (INAPA) as a Director-at-Large. She earned a bachelor’s degree in political science with a minor in public policy from UCLA, a juris doctorate degree from Santa Clara Law, and a master’s degree in business administration with an emphasis in leadership and innovation from Leavey School of Business at Santa Clara University. Monica lives in Oakland, California with her wife and two kids.
Tadayoshi “Yoshi” Kawawa was born and raised in Wichita, KS. He received his MPA from Wichita State University with a fellowship and graduate certificate, both in public finance, while also working as a graduate research assistant within the program. Following graduation, he began his local government career with Sedgwick County, KS, first as an ICMA Local Government Management Fellow and then as a budget analyst, working with a portfolio of departments and elected officials to implement and follow best practices in financial management.
He then moved to his wife’s hometown of Nashville to work in the City and County’s Office of Management & Budget. He continues to serve the people of Nashville and Davidson County as the Finance Administrator for General Sessions Court, managing their budget, accounting, grants, and purchasing.
In addition to ICMA, Yoshi is a former member of the Kansas GFOA and a current member of the Tennessee GFOA, having attended conferences and other continuing financial education opportunities in both states.
As pandemic conditions improve, he, his wife, and their toddler enjoy discovering new parks, trails, and playgrounds across the state.
Hyun Kim currently serves the City of Gillette (WY) as City Administrator. Previous to his current role, he has served in City Management roles throughout Washington, Nevada and Wyoming. Hyun has an undergraduate degree in Public Administration from the University of Nevada, Las Vegas and an MBA and MPA from Western Governors University and Brigham Young University respectively. Hyun is also a Credentialed Manager from ICMA having served local governments for the past 15 years.
Ed has served as City of Palo Alto’s eighth City Manager since December 2018. With the City since early 2015, prior to becoming city manager Ed served in the dual role of Assistant City Manager and General Manager of the Utilities Department. From 2003 to 2015, Ed served the City of San Jose. This began as a Deputy City Manager prior to his becoming City Manager, and was responsible for guiding the adaptation of $2 billion investments in community facilities to the economic necessity of public private partnerships and evolving roles for the City.
Shikada is a former executive board member of the International City/County Management Association (ICMA). He holds a bachelor’s degree in civil engineering from the University of Hawaii, a master’s degree in architecture and urban planning from UCLA, and certificates from the Harvard Kennedy School of Government and Stanford Center for Professional Development. Away from work, he serves in a few roles with the Boy Scouts of America.
